INVESTIGAR PARA PREVENIR DELITOS Por Héctor Bautista López* En tanto no haya inteligencia, en tanto no haya investigación para combatir a la delincuencia organizada, solo palos de ciego estará dando el gobierno federal, al no atinarle en el camino para devolverle la seguridad a los mexicanos en sus vidas y patrimonios que no solo los desastres naturales como los ocurridos recientemente los amenaza, sino el crimen desatado y el sinnúmero de ejecuciones que están en las notas del día. Hasta ahorita el Ejército, la Policía Federal y la PGR han encaminado acciones hacia el camino punitivo, cuando había que orientar la actividad de la policía hacia la investigación y el otro gran aspecto olvidado es la prevención, deberíamos de tener en el presupuesto federal recursos destinados a que en las escuelas, centros comunitarios, iglesias, y demás sitios donde se congrega la gente, haya desde este momento una cultura de prevención en el consumo de drogas. De otra manera, en tanto el Estado Mexicano no haga investigación ni prevención, vamos a seguir viendo en la nota roja todos los días como se incrementa el número de ejecutados en el país. No recuperamos la tranquilidad a la brevedad: no, no lo creo, un fenómeno como el que se ha vivido en Colombia, como se ha vivido en Italia, perduran a través del tiempo en tanto no se puedan atacar los grandes problemas estructurales de la sociedad mexicana, los problemas económicos, los fenómenos van a seguir prevaleciendo, en tanto que nuestro país no pueda genera el número de empleos que reclaman los jóvenes que alcanzan la mayoría de edad, mientras que el Estado Mexicano no pueda proporcionar educación, recreación, cultura a los jóvenes, la única opción viable es la que tienen para poder acceder a tener un ingreso económico y son estas actividades ilícitas; y en tanto que existan diferentes bandas, los enfrentamientos van a ser cotidianos. Y aún así, hay diputados del partido en el gobierno que creen que la inseguridad se combatirá elevando a rango constitucional la presencia del Ejército contra el narco, lo que terminaría hundiendo a esta institución encargada de velar por nuestra soberanía nacional, cuando he insistido que es necesario crear la Policía Nacional para que al contrario, de manera paulatina, los soldados vuelvan al cuartel y a sus tareas, para que los responsables de la lucha contra el crimen cumplan con devolvernos la seguridad a todos los mexicanos. Hay que dejar colores para avanzar en ese sentido y la inseguridad deje ser bandera política en busca de votos, porque entonces habría que reforma el Cofipe para que los candidatos que no cumplan sus promesas de campaña, sean sancionados, de existir esto, ya hubiéramos juzgado a Felipe Calderón y decenas de gobernadores. *SENADOR DE LA REPÚBLICA

Of another way, in as much the Mexican State it does not make investigation nor prevention, we are going to every day continue seeing in executed the red note as the number is increased of in the country. We did not reclaim the tranquillity to the brevity: no, I do not create it, a phenomenon like which it has been lived in Colombia, since it has been lived in Italy, last through time in as much are not possible to be attacked the great structural problems of the Mexican society, the economic problems, the phenomena are going to continue prevailing, whereas our country cannot generates the number of uses that demand the young people who reach the majority of age, whereas the Mexican State cannot provide education, recreation, culture to the young people, the unique viable option is the one whom they have for being able to accede to have an economic entrance and are these illicit activities; and whereas different bands exist, the confrontations are going to be daily. And even so, there are deputies of the party in the government who think that the insecurity will be fought elevating to constitutional rank the presence of the Army against the narcotics detective, which would end up sinking to this institution in charge to guard by our national sovereignty, when I have insisted who is necessary to create the National Police on the contrary so that, of gradual way, the soldiers return to the quarter and its tasks, so that the people in charge of the fight against the crime fulfill giving back us the security to all the Mexicans.
