Óptica Ciudadana A LA SEP, CON CARIÑO Por José Luís Hernández Jiménez Me asombró saber que este lunes 14 de mayo, no hubiera clases en muchas (¿o en todas?) escuelas. Más me inquietó, enterarme que este martes 15, Día del Maestro, tampoco habrá labores. Pero me sacó de onda saber que el jueves 10 de mayo, tampoco hubo, por las festividades del Día de la Madre y, lo que provoca franco desconcierto, es enterarse que el viernes 11, también “le dieron el día a los niños”. ¡Cuatro días consecutivos, sin clases! ¿Eso es bueno o no? Y entonces pregúntome a mi mismo: “Mi mismo, ¿realmente cuántos días al año van a la escuela los alumnos mexicanos? Indago para responderme y me entero que oficialmente, el año escolar consta de doscientos días. Pero tomando en cuenta los “descansos” extraoficiales (Día del Maestro, Día de la Madre, Día del Niño, junta de los maestros, enfermedades de los docentes, “puentes” oficiales y extraordinarios, cumpleaños del director o directora, santo del profesor (a), manifestaciones, “semana santa”, huelgas o paros, etc., etc.,) el año escolar real en México apenas llega a 180 días. ¿Eso ayuda o no? Me llama la atención que entre los afectados por tal situación, irregular en mi opinión, es decir, funcionarios educativos, directivos, profesores, trabajadores de mantenimiento y administración, alumnos y padres de familia, hay total regocijo. ¡Están contentos porque no hay clases, porque “descansan”, porque no van a estudiar, enseñar o trabajar! ¿Eso es positivo o no? Al verlos tan contentos, estuve a punto de echarles porras y de aplaudirles pero… ¿se lo merecen? Permítanme, estimados cuatro o cinco lectores, mostrarles este asunto visto con lupa. Porque me estoy enterando que los países mas avanzados, son precisamente aquellos que han puesto más atención a la educación de sus pueblos, en particular, de sus educandos. En Japón, el año escolar “efectivo”, consta de 243 días; en Corea del Sur, 220; en Israel 216, en Finlandia 215, en Holanda y EU, 200. Y ello sin tomar en cuenta que los llamados cursos de verano en esas naciones, en los cuales los alumnos aprenden más allá de su asistencia cotidiana a la escuela, y los cursos de actualización, se han generalizado En México, con resignación, apenas se llega a los 180 días efectivos de clase al año. Y en horas, ¿cuántas horas al día estudian los alumnos? En China, en promedio, la cantidad de horas que un alumno dedica al estudio al día es de 13 horas. En India, 12 horas, en Estados Unidos, 10 horas. ¿En México? ¡6 horas! O sea, en los países avanzados o en aquellos que están acelerando su desarrollo, sus alumnos no solo estudian más días al año, sino más horas por día. ¿No estará, en ésta situación, la respuesta a por qué los alumnos mexicanos siempre aparecen en los últimos lugares en la prueba PISA (Programa Internacional par la Evaluación de Estudiantes)? Esta prueba, recuérdese, evalúa el desempeño de estudiantes de 15 años de un montón de países, en matemáticas, lenguaje y ciencia. En capacidad de comprensión de lectura, por ejemplo, los niños y jóvenes mexicanos, siempre reprueban. Pues si, parece que sí, que ésta es una de las explicaciones del rezago educativo (y no solo educativo) en nuestro país, el tiempo insuficiente que los involucrados dedican a la educación. Pero otra explicación está en la calidad de la educación. Fíjense, estimados lectores, que el Times, de Londres, publica, creo cada año, un “Suplemento de Educación Superior” en el que aparece un listado de las 200 mejores Universidades del mundo. En primerísimo lugar aparece Harvard, tenía que ser. De México solo aparece una, la mas importante, o sea la UNAM, en el sitio número ¡190! Algunos ex Rectores de esta gran institución, al conocerse la noticia se inconformaron, alegando parcialidad de un país rico evaluando a su manera. Bien. Pero resulta que una prestigiada institución educativa de China, que no es de los países ricos, la Universidad Jiao Tong de Shanghai, realizó un ejercicio similar al del Times, pero para tener a la vista el listado de las 500 mejores universidades del mundo y…la UNAM aparece con una mención “entre el sitio 152 y 200”. O sea, la bronca educativa – nuestra bronca, es decir, de todos los mexicanos – es a todos los niveles. Quizá ha llegado el momento de poner atención especial a este tema, que se ha vuelto un gran problema y el origen de muchos problemas del país. Y la atención para resolverlo, debe ser de todos. Hoy se ha llegado al extremo, en otro aspecto del tema, de ordenar que “no se repruebe a nadie”, para que no haya (a la vista) reprobados. Igual se ha dado una extraña coincidencia entre sindicatos magisteriales para que… ¡no se hagan exámenes a los profesores! ¿Para que no se note su falta de preparación? Es decir, en amplias partes (no quiero creer que en todo) del sector educativo, se está actuando como aquellas personas que esconden la basura o el polvo de sus casas, bajo el tapete, para que no sea vea. No hay que esconder el problema, es mejor enfrentarlo. De todas maneras, en este Día del Maestro, a pesar del tiradero que tienen en educación (que es de todos nosotros) va un saludo respetuoso y con cariño, a los profesores y a toda la SEP. Pues ya que nos queda. Notitas: Una.- Que el Homenaje a Eduardo Valle, El Búho, uno de los mas renombrados dirigentes del Movimiento Estudiantil de 1968, se lleva al cabo el lunes 21 de mayo, a las 11 horas, en el salón verde, del Salón de Protocolos, de la Cámara de Diputados en San Lázaro, en el DF. Dos.- Que algunos de mis “cuatro o cinco lectores (as)” – amigos perredistas, priístas y panistas - se inconformaron con este opinólogo, porque en mi anterior (El Debatito) dije que de los cuatro candidatos a la Presidencia, dado su desempeño en el debate del domingo 6 de mayo, “a ninguno contrataría para Presidente o a lo mejor al tal Quadri”. Como paliativo a tales enojos, recibí 17 emails (¿así se dice?) de otros amables lectores, manifestando su aprobación con mi texto. Pues es cierto aquello de que “cada cabeza es un mundo”. Por mi parte, como ningún candidato me ha ganado (¡gánenme!), sigo militando en ese sector de ciudadanos que equivale al 30 por ciento de los electores, que algunos llaman “indecisos”, antes indignados y mas antes inconformes y que les da por encarecer su voto, ya que finalmente, son los que van a decidir quién ganará la elección presidencial de este año. Además… el voto es secreto ¿o ya no? Tres.- Que se han escuchado voces en el sentido de pedirle al Presidente, pare “la guerra de Caderón”. ¿Se escuchará al menos una que exija a los sicarios y sus jefes, que paren sus matanzas? Cuatro.- Que a la vista está el 32 Medio Maratón del Día del Padre. Es el 17 de junio, a las 7 de la mañana. Se realiza en el Bosque de Tlalpan, sobre el Periférico, en el DF. ¿Ya se están preparando, estimados (as), para participar y así tirar la polilla que se acumula en las personas desde que llegamos a los 20 años de edad y que luego no nos deja ni caminar? Optical citizen THE SEP, WITH LOVE By José Luís Hernández Jiménez I shocked to know that this Monday, May 14, there was no classes in many (or all?) schools. More disturbed me, hear that this 15 Tuesday, teacher's day, nor will there be work. And this without taking into account that the so-called summer courses in these Nations, in which pupils learn beyond his everyday to school attendance, and refresher courses, are widespread in Mexico, with resignation, barely 180 actual days of class per year. In India, 12 hours, in United States, 10 hours. In Mexico? 6 hours! Or, in countries advanced or those that are accelerating their development, their pupils not only study more days a year, but more hours per day. Will not it be, in this situation, the answer to why the Mexican students always appear at the bottom in the PISA (international programme for the evaluation of students) test? This test, remember, evaluates the performance of students from 15 years of a lot of countries, in mathematics, language, and science.
