* Siguen asesinando periodistas y Calderón no promulga ley * Condena Permanente amenazas de muerte a Solalinde * La sociedad mexicana indefensa ante violencia en México No cabe duda de que todos hacen leña del árbol caído, porque mientras los que aspiran a llegar al Congreso de la Unión afirman que la violencia está en los estados gobernados por el tricolor, que en el caso de Veracruz es cierto, ya que el ex diputado en funciones de gobernador ha convertido su entidad en zona de muerte para los periodistas, los bicolores no se quedan atrás en Sonora y en el gobierno federal. De ahí que la presidenta de la Comisión Especial de Seguimiento a las Agresiones a Periodistas y Medios de Comunicación, María Yolanda Valencia Vales, del PAN, hiciera un llamado al Ejecutivo Federal para que promulgue la Ley de Atención para la Protección de Personas Defensoras de Derechos Humanos y Periodistas, enviada por el Congreso el pasado mes de abril, para que no sigamos siendo asesinados impunemente en México. “Se hace un llamado a quien corresponda para que este mecanismo que ahorita se está promoviendo se haga una realidad, no podemos hacer leyes para que se queden en el limbo y si en un tiempo determinado no sale, buscaremos una reunión con la Secretaría de Gobernación para saber por qué no ha sido publicada”, indicó. La legisladora, reiteró la necesidad de proteger a los comunicadores, toda vez que en las últimas semanas, se suma a la lista asesinatos la muerte de René Ortega Delgado, en Morelos; Marco Ávila, en Sonora y Guillermo Luna Varela, Gabriel Huge y Esteban Rodríguez, en Veracruz. La diputada explicó que de acuerdo al reporte de la Comisión Nacional de Derechos Humanos (CNDH), en México 75 periodistas han sido asesinados entre 2000 y 2011, y en 2012 suman nueve casos más, por lo que es necesario contar con esta ley que incorpora medidas preventivas, de protección y urgentes de protección a los comunicadores. Es decir, se
considera la evacuación, la
reubicación temporal, escoltas, cuerpos especializados, protección de
inmuebles, y lo que sea necesario para salvaguardar a los periodistas,
así como la entrega de teléfonos satelitales o radio, chalecos
antibalas, instalación de cámaras, cerraduras, autos blindados y
detectores de metal. Dijo que ante la ola de violencia que se ha desatado en los últimos días en diversos estados, se debe hacer en lo inmediato que los defensores de derechos humanos y periodistas que sufran alguna amenaza acudan a denunciar los hechos a la Comisión Nacional de Derechos Humanos o asociaciones. La diputada del PAN dijo que los estados en donde se ha incrementado la violencia contra comunicadores y medios de comunicación, y los más inseguros para ejercer la profesión periodística son: Veracruz, Michoacán, Chihuahua y Tamaulipas, todos gobernados por el PRI. Ya la Permanente solicitó a la PGR atraer los asesinatos de periodistas donde su fiscalía solo sirve para dos cosas: para nada. ¿QUIÉN GOBIERNA MÉXICO? Otros que sufren la falta de autoridad en el país, son los migrantes y sus defensores en México, por lo que la Comisión Permanente condenó las agresiones y amenazas de muerte en contra del padre Alejandro Solalinde, mismas que originaron su autoexilio. Al mismo tiempo, exhortó a las autoridades de los tres órdenes de gobierno para que detengan la xenofobia y agresiones en contra de las personas migrantes y sus defensores. En tribuna, el senador del PRD, Rubén Velázquez López señaló que el clima de violencia en contra de los migrantes del albergue y del padre Solalinde no ha parado en Ixtepec, Oaxaca. Indicó que autoridades no han sido capaces de frenar las agresiones contra los migrantes, ni contra los defensores de los derechos humanos e incluso, ha trascendido que las dos últimas agresiones en contra del padre Solalinde vinieron de gente cercana a la administración municipal. Comentó que el 20 de abril una persona dijo que había recibido dinero para matar al padre Solalinde, cuando el día anterior, la Procuraduría General de la República y la Secretaría de Gobierno de Oaxaca le ofrecieron reforzar las medidas de seguridad; sin embargo, no se ha tenido noticia sobre el tema. Precisó que ante las amenazas de muerte y la suspensión temporal de las labores humanitarias del padre Solalinde, los migrantes están más desamparados que ayer. “Pero México está más desprotegido y tiene menos credibilidad como Estado de derecho al no permitir el libre ejercicio de la defensa de los derechos humanos vulnerando el derecho a defender”, precisó. Sobre el resolutivo que exhorta al Ejecutivo Federal para que cumpla con las medidas cautelares a favor del Padre Solalinde que fueron solicitadas ante la Comisión Interamericana de Derechos Humanos, la senadora Teresa Ortuño, aclaró que éstas fueron solicitadas a la CIDH; sin embargo el organismo no ha formulado una recomendación a México. Por ello, destacó que sin recomendación, el gobierno ya le había facilitado escoltas y policías federales para que lo protegieran, incluso después de que la Comisión Nacional de los Derechos Humanos se pronunciara al respecto. El oaxaqueño Heliodoro Díaz Escárraga, del PRI, señaló que no son las leyes las que hacen falta, sino la voluntad política, la eficacia en la manera de gobernar y la responsabilidad plena en el cumplimiento de las responsabilidades en materia de seguridad pública en Oaxaca, incluyendo al gobierno federal. A esto se suma el retraso en la expedición del reglamento que hace nugatorio la aplicación plena de la ley de Migración, aprobada hace más de un año. “Por más leyes que se le den a un mal gobierno, éste nunca dejará de ser un mal gobierno”.
