* PRI al frente de las dos cámaras del Congreso de la Unión * Aliancistas amenaza para el país, junto a delincuencia: Peña * Peña o Beltrones a Los Pinos y ¿para la casa de Lerdo quién? El PRI impuso su mayoría y está al frente de la Mesa Directiva de San Lázaro, en tanto que el PAN preside la Junta de Coordinación Política, ahora sí, así lo dijeron, mediante un acuerdo firmado entre ellos y el PRD, para que éste último lo haga en el último año de la Legislatura presidiendo ambos órganos directivos, pero para ello tendrán que modificar la norma para que esto pueda darse, ya que ahora dice que ningún partido puede estar al frente de los dos al mismo tiempo. Veremos si lo acordado se cumple en 12 meses. Por lo pronto, la Junta de Coordinación Política (Jucopo) de la Cámara de Diputados acordó que la Presidencia de la Mesa Directiva quedará en manos de Jorge Ramírez Marín del PRI, de manera que ambas cámaras del Congreso de la Unión se vistieron de tricolor, lo que obviamente los aliancistas no la ven con buenos ojos, pero así es la política. En tanto, la Presidencia de la Mesa Directiva del tercer Año de Ejercicio, corresponderá a un diputado del grupo parlamentario del PRD, con el mismo mecanismo de votación. La presidencia de la Junta de Coordinación Política, correspondió a la coordinadora del Bicolor, Josefina Vázquez Mota y el tercer año a la del PRD, “respetando el orden decreciente entre los tres grupos parlamentarios mayoritarios, tal y como fue el propósito original en la definición de la Presidencia de este órgano de gobierno”. Los coordinadores parlamentarios reconocieron la imperiosa necesidad de resolver las contradicciones normativas contenidas en los artículos de la Ley Orgánica, relativos a la integración de los órganos de gobierno de la Cámara de Diputados, por lo que el acuerdo de la Jucopo establece que a fin de hacerlos congruentes con el espíritu con que fueron igualmente diseñados, se realizará una reforma integral, en la búsqueda de pluralidad, representación y equilibrio en la Presidencia de los mismos. La Jucopo establece que el tercer año legislativo se resolverá conforme a lo que disponga este órgano de gobierno con base en el presente acuerdo. “Este acuerdo se inserta en la determinación de la Junta de Coordinación Política de que la Cámara de Diputados y sus discusiones se enmarquen y proyecten con pleno respeto a la legalidad, garantizando la gobernabilidad e impulsando un ambiente de pluralidad y respeto a la representación que ostentamos”, concluye el documento firmado por los coordinadores Francisco Rojas Gutiérrez, del PRI; Josefina Vázquez Mota, del PAN y Alejandro Encinas Rodríguez, del PRD. Asimismo, Juan José Guerra Abud, del PVEM, a quien vimos por Toluca por cierto; Pedro Vázquez González, del PT; Reyes Tamez Guerra, de Nueva Alianza y Pedro Jiménez León, de Convergencia. Se salva así la gobernabilidad de la Cámara Baja y los nubarrones de toma de tribuna que se cernían para iniciar este periodo, claro tendrán otros acuerdos y desacuerdos en lo que resta del año. LO CRITICARON Y LES RESPONDIÓ Después de escuchar las posiciones de las diversas bancadas que componen el Congreso, donde los señalamientos más fuertes los hicieron los representantes del PRD y el PAN, a quienes a su modo les contestó, incluso a los amarillos que ya se habían retirado, el gobernador Enrique Peña Nieto después de entregar por escrito su V Informe, emitió un mensaje a los mexiquense donde enumeró el trabajo del último año de gobierno. Y la emprendió contra los aliancistas, al precisar que nuestro país requiere de congruencia y “que no se puede convocar a la unidad de propósitos y al mismo tiempo, actuar por consignas electorales o partidistas”. Advirtió: “seamos claros: el poder por el poder mismo es una forma de autoritarismo, tiende a reducir las opciones de la gente al país y lesiona el espíritu de la democracia. Igualmente autoritario, es caer en la tentación de usar a las instituciones públicas para fines particulares o partidistas”. En su mensaje a la población mexiquense, Peña Nieto señaló que en la actual circunstancia, las fuerzas criminales atentan contra la estabilidad, la Ley y el Estado de Derecho; la delincuencia no es el único riesgo que enfrenta el país, hay otras grave amenaza “la lucha del poder por el poder mismo que desvirtúa a la democracia, a los gobiernos y a las instituciones”, habrá que ver que dicen los aliancistas a esto. El de Atlacomulco destacó que si bien hay voces que incluso han descalificado al país, al grado de considerarlo un “estado fallido”, él no comparte este señalamiento: “es más bien la falta de acuerdos y el aplazamiento de decisiones fundamentales, lo que ha provocado la ausencia de logros trascendentes, no el Estado mexicano, que ha sido y es, sólido por su historia y sus instituciones”. Ni duda cabe que como lo declaró el IEEM el proceso electoral de 2011 está en marcha y habrá que hacer los pronósticos para esa batalla política cuya carrera comenzó. PEÑA O BELTRONES Ahí en el Teatro Morelos donde la clase política se dio cita, mi paisano el ex candidato presidencial, Roberto Madrazo, ese que luego acorta por calles intermedias las carreras en las que participa, fue contundente al señalar que el candidato tricolor para el 2012 será del Estado de México o de Sonora, no hay más, para pensar en volver a Los Pinos. Y sobre las alianzas como buen tabasqueño apuntó que ni echándoles montón se podrá parar el regreso del PRI a la presidencia de la República. Muy cerca estuvo Beltrones del de Atlacomulco en la primera fila, junto al presidente de la Junta de Coordinación Política del Congreso Mexiquense, Ernesto Nemer y de la presidenta del Congreso local, Lucila Garfías. SE PERFILAN PARA EL 2011 Pero para que adelantar tanto, si primero hay que pasar el 2011 y los pretendientes más fuertes los vimos ahí. Uno de ellos dijo a nombre de la bancada del PRI que coordina en el congreso local que Gobernar como se hace en el Estado de México es amalgama de pasión y de razón. Nemer Álvarez adelantó que la reforma del Estado en esta entidad avanza, toda vez que demostrarán que sí se puede alcanzar acuerdos en un clima democrático y que el cambio está al alcance. “Si todos hacemos política, la buena política. La política no es arena para la disputa, sino punto de encuentro. Es también el mecanismo para generar acuerdos y buscar entre todos la solución a los grandes problemas de México”. Como generación del Bicentenario, apuntó el de Metepec, ven con claridad que “si nuestros padres fundadores lucharon por la libertad y la igualdad y los revolucionarios reivindicaron la democracia y la justicia social, los mexicanos del siglo XXI pugnamos por la seguridad y por un Estado eficaz”. El Estado eficaz, enfatizó, ha cobrado vida en el Estado de México; “aprovechemos y promovamos su ímpetu, hagámoslo por lo que más queremos, nuestros hijos.
