* Molinar Horcasitas acusado de la muerte de menores de ABC * Peña Nieto responderá a los diputados cuando sea Presidente * El Congreso responde al interés nacional no de las empresas Sin duda que no es lo mismo ser diputado que ir con los diputados y es que Juan Molinar Horcasitas era de los duros para defender a los funcionarios de su partido y atacar a los demás legisladores cuando era diputado, solo que ahora en su calidad de secretario de Comunicaciones y Transportes, le dieron una sopa de su propio chocolate, al comparecer ante comisiones unidas en San Lázaro. Diputados del PRD y PT lo recibieron con pancartas de "Horcasitas culpable", "Horcasitas cínico", luego de que la Suprema Corte de Justicia de la Nación lo consideró uno responsable de la muerte de los 49 niños de la guardería ABC de Hermosillo, Sonora, porque durante su dirección del IMSS prorrogó la subrogación de este servicio precisamente de esa guardería siniestrada. Aún cuando la integrante de una de las comisiones, la de La Función Pública, Esthela Damián Peralta, seguidora del Peje, estuvo presente, dijo que el tema de la guardería no estaban en la orden del día porque cuando se pidió su comparecencia no se conocía aún el fallo de la Corte, así que se la perdonó. Pero no sus correligionarios del PRD y PT que se apostaron con una manta titulada: "Fuera Molinar", con tres incisos donde las opciones eran "culpable o inocente; se queda o se va; Renuncia", acompañadas de diversas pancartas pidiendo justicia y castigo a los culpables. Así como el nombre de Andrea Nicole, Fátima Sofía y otras víctimas escritas en las cruces que llevaban y pusieron en el Salón Verde. Apenas había llegado a comparecer ante comisiones unidas para explicar la falta de transparencia en las cuentas públicas de su dependencia durante 2009, cuando los legisladores con mantas, pancartas, cruces y una mirada de "tú eres el culpable" lo retaban visualmente. Molinar Horcasitas, arqueaba las cejas como queriendo mirar por encina de los anteojos y quizás acordándose de cuando él era uno de los principales funcionarios que con frases fuertes y amenazantes en ocasiones, defendía a los personeros de Fox. Hoy los papeles se cambiaron. Flores y veladoras fueron otros de los artículos que se presentaron a su llegada como para que se acuerde el resto de sus días y lleve en su conciencia la muerte de tantos pequeños por no revisar las condiciones en que operaba dicha guardería y otras. Emilio Serrano y Agustín Guerrero, del PRD lo acusaban de culpable en las pancartas que sostenían. Después vendría la comparecencia, donde la oposición lo criticó sobre el manejo de la Secretaría de Comunicaciones y Transporte, donde el presupuesto nadie sabe en qué programas se utilizan. Así que ni a su llegada ni a su salida, las tuvo consigo el ex diputado ahora funcionario del Poder Ejecutivo. PEÑA NIETO PRESIDENTE Mientras en la tribuna de San Lázaro la presidenta del PRI justificada y leía completa el acuerdo firmado con el PAN para que no haga alianza con otros partidos en el Estado de México, el diputado Humberto Benítez Treviño destapaba lo que todo mundo dice, que Enrique Peña Nieto será presidente en el 2012. Y es que el PRD, PAN y chiquillada solicitaron que el gobernador mexiquense vaya a San Lázaro a rendir cuenta sobre los pactos firmados o en los que ha intervenido, lo que molestó mucho al ex secretario de Gobierno de esa entidad y dijo que "el primero de diciembre de 2012 Enrique Peña Nieto, después de protestar como Presidente de la República, tendrá tiempo para encarar y debatir con todos los diputados que quieran cuestionarlo", destapándolo como el próximo inquilino de Los Pinos. El presidente de la Comisión de Justicia aseguró que Peña Nieto no ha violado ningún pacto y que su partido tricolor es la mejor opción para los mexicanos que definirán gubernaturas a su favor, como también el regreso a Los Pinos. El mexiquense del PAN, Carlos Alberto Pérez Cuevas, dijo que las aspiraciones políticas del gobernador Peña Nieto afectan la calidad de políticas públicas que se aplican en el Estado de México, ya que al estar pensando en otra posición no cumple con su labor de manera adecuada. Antes, desde la tribuna, la diputada y presidenta del PRI, Beatriz Paredes Rangel, negó que el acuerdo de las no alianzas que firmó con el líder nacional del PAN, César Nava Vázquez, se haya pactado bajo la promesa de aprobar el Paquete Fiscal del 2010. "No hubo ninguna negociación que vinculara el tema presupuestal y de ingresos con la decisión de suscribir este acuerdo, que es un documento que refleja civilidad política", afirmó la legisladora. "Porque tengo la conciencia tranquila, porque hago política con altura de miras, porque valoro la capacidad de acuerdo, pero también la capacidad de disensión y la verdad, le ruego a la secretaría, dé lectura al texto del documento suscrito con el señor César Nava", expresó Beatriz Paredes. Después, el vicecoordinador del PAN, Roberto Gil Zuarth, indicó que para dignificar la política hay que asumir responsabilidades, y su partido lo ha hecho a través del presidente de Comité Ejecutivo Nacional del blanquiazul, César Nava, por lo que sus correligionarios no aprobaron la Ley de Ingresos por medio de chantajes ni a cambio de alianzas electorales. Subrayó que los diputados de Acción Nacional, bajo ninguna circunstancia, han trabajado por condiciones de alguien, por lo que pueden dar la cara a la ciudadanía debido a las acciones democráticas y sentido de bien. El diputado Guadalupe Acosta Naranjo del PRD, dijo que se tiene que explicar el por qué el secretario de Gobernación, Fernando Gómez Mont, y el secretario de Gobierno del Estado de México, Luis Miranda Nava, tratan temas que están fuera de su competencia. Por lo anterior, indicó que los funcionarios deben explicar el móvil de su participación. "Es lamentable que desde el Poder Ejecutivo se tome partido para ver quien se alía y quien no en una elección", sentenció. Y la lista de oradores continuó. SE HAN ENRIQUECIDO El coordinador del PRD en la Cámara de Diputados, Alejandro Encinas Rodríguez, rechazó las críticas del sector empresarial en el sentido de que existe una parálisis legislativa, ya que los trabajos continúan y lo que refleja el pronunciamiento, es la defensa a sus propios intereses. Y cuestionó: "¿Cuál es el propósito de demeritar la imagen del Congreso?... pues la búsqueda de espacios de negociación para favorecer sus privilegios. ¿Quién está detrás de todo este marasmo político y de ese ambiente de incertidumbre y zozobra que hay en el país?... son los poderes fácticos representados en el Consejo Coordinador Empresarial. En ese sentido, dijo que el llamado del Consejo Coordinador Empresarial, se tiene que confrontar con un debate político e ideológico, que implica medidas legislativas con los grupos de privilegiados que representan esos señores que han empobrecido a México a sus anchas. "El Congreso debe dar un debate de altura en función del interés nacional y en este espacio tomar las medidas necesarias", remató. El legislador reconoció que el debate de las alianzas electorales y el pacto entre PRI y PAN ponen al descubierto la precaria situación política que vive el país y además está creando confusión y desaliento entre la ciudadanía. "Todo es reflejo de la muy precaria situación política que está viviendo este país; un Ejecutivo que dice no conocer los acuerdos que comprometen la Ley de Ingresos con la política de alianzas de su partido; partidos que no reconocen o esconden acuerdos que suscriben vendiendo su voto a cambio de la impunidad de caciques y de gobernadores de su partido, son hechos que crean confusiones y desaliento en la ciudadanía", precisó. Consideró que lo que estamos asistiendo en esos momentos es el fiel reflejo de la falta de conducción del país, el deterioro profundo que vive la clase política, el pragmatismo que permanece en los partidos, lo cual, en su opinión, dista mucho de lo que requiere en México para salir adelante. Encinas Rodríguez Informó que su partido analizan la posibilidad de interponer una demanda de juicio político en contra del secretario de Gobernación, Fernando Gómez Mont y los líderes del PAN y PRI. "A nuestro juicio hay elementos que pudieran derivar en ese sentido ya que el responsable de la política interna del país no puede comprometer las políticas públicas en función de los intereses de un partido político y mucho menos de un candidato aspirante a la Presidencia de la República, eso es poner en riesgo la estabilidad política y la vida institucional del país", señaló. El vicecoordinador del PRI, Jorge Carlos Ramírez Marín, calificó como "legítima y muy respetable" la preocupación del Consejo de Coordinación Empresarial, sin embargo rechazó que exista una parálisis legislativa cuando sólo han transcurrido seis meses de esta LXI Legislatura. "Hay una cosa muy importante, son apenas seis meses lo que llevamos en esta Cámara de Diputados, hay que pedirle cuentas a esta Legislatura cuando haya avanzado más este periodo, creo que nuestro ritmo de dictaminación es bueno, reconocemos la importancia de reformas, pero se han hecho otras y lo reconocemos también#. Por último, Ramírez Marín recordó que en la anterior Legislatura, el Partido Acción Nacional tenía mayoría en la H.
